Frank Panton, new ACLBA Chairman.


Manning the stewardship of the Ambergris Caye Local Building Authority (ACLBA) now falls under the responsibility of Frank Panton. Panton, recognized for his work with the National Emergency Management Organization (NEMO), is also well known for his expertise as it relates to water resources engineering. As of a month ago, Panton took possession of the reigns of the Authority from the hands of Deputy Mayor Juan Alamilla. According to Panton, the re-distributing of the portfolio was due to their continued effort to streamline the responsibilities.    

    Chairing the Authority not only requires know how and capability but also time; time which Panton plans on using wisely. As Chairman, Panton will be responsible for heading ACLBA meetings where housing permits will be tabled. ACLBA is the authorizing body within the San Pedro Town Council (SPTC) that reviews permits presented and makes the decision whether the plans should be approved, denied, or if any amendments need to be made. According to Panton, other responsibilities will include insuring that the other regulatory functions are being adhered to and that those structures/houses that have been approved are following the correct guidelines placed by ACLBA.    

    Panton explained that some of the problems that ACLBA is currently facing would include infringement on property, property lines and boundaries, fire safety, as well as structural and construction worker safety. Many are the issues that will be tackled head on and these include easements and accesses between properties, parking and that the developments not only follow the guidelines in place but that they do so in an environmentally friendly manner. “Development is something that is occurring at a fast pace on Ambergris Caye,” commented Panton, “The Authority which was legally instituted two years ago is working hard to regularize the fast growing and constant construction boom on the island. We are putting in place systems to make the process more structured.”
